SES selection is nothing like an EL panel
SES selection processes run for half a day or longer, use multiple assessment exercises designed by occupational psychologists, and often include a final-stage panel chaired by an APSC representative. The assessment centre might include an in-tray exercise, a written strategic analysis, a stakeholder role play, and a structured behavioural interview — all assessed independently by trained observers.
The mistake most EL2 candidates make on their first SES application is preparing as if it's a longer panel interview. It isn't. Each assessment component measures something different, and the feedback loops are tighter and more rigorous than at any earlier APS stage.
The components
- In-tray / inbox exercise — assesses prioritisation, written communication, and judgement under time pressure.
- Written strategic analysis — assesses your ability to synthesise complex information into a clear recommendation.
- Stakeholder role play — assesses interpersonal skill, listening, and influence in real time.
- Group exercise — assesses how you contribute and yield ground simultaneously. Observers score both.
- Behavioural panel — the closest thing to a familiar APS interview, but pitched at SES-level scope.
What the observers are looking for
SES selections are governed by a separate part of the APSC Commissioner's Directions — the merit process is more prescriptive than for non-SES roles. The APS Leadership Edge framework (formerly the SES Selection Toolkit) is published by the APSC and tells you exactly what's being assessed.
Group exercises specifically assess "shapes strategic thinking" and "exemplifies personal drive and integrity" simultaneously — the candidates who dominate the room often score lower than those who synthesise others' contributions.
