A single application can land you a job months later, at a different agency, without you ever interviewing again. It's called a merit pool (or talent pool), and it's one of the genuinely good design decisions in the APS recruitment system.

If you score well at interview but miss out on the specific role, you can be placed on a pool that any APS agency can draw from. The frustrating part: most candidates have no idea it's happening. They see a rejection email, assume it's over, and don't realise their score is sitting in a database that hiring managers across the Commonwealth are quietly searching.

How pools actually work

  • Merit pools default to 18 months validity under the APSC Commissioner's Directions, though some agencies cap them shorter.
  • Agencies can recruit from another agency's merit pool without re-running a process — saving them weeks and giving you a back-door entry point.
  • You can sit in multiple merit pools simultaneously across different classifications and agencies.
  • "Bulk round" advertisements explicitly recruit for merit pools, not specific positions. These are gold for serial applicants.

What to do when you get the call

Pool offers are often time-pressured (48 to 72 hours) — have your decision criteria ready before the call comes. Salary, location, work area, manager, and start date are all worth confirming in writing before you accept.

If you're moving from non-ongoing to ongoing through a pool, ask about your starting salary point — it's usually negotiable based on your current pay.
