Once or twice a year, large APS agencies open the floodgates: a single advertised "round" recruiting hundreds of candidates across multiple classifications, sometimes across multiple business units. The Department of Defence, Services Australia, the ATO, Home Affairs, and Health all run them. They're efficient for agencies and frustrating for candidates — your meticulously crafted pitch competes against thousands of others, processed by panels under pressure to move fast.
How they're actually scored
- Bulk rounds typically use first-pass shortlisting against 2-3 "knockout" criteria before any detailed scoring happens.
- Many bulk rounds use AI-assisted or template-matching screening for initial triage — formatting and keyword alignment matter more than usual.
- Merit pools created from bulk rounds are often shared informally across agencies — you may receive role offers from agencies you never applied to.
- Bulk rounds at EL levels are rare; most are APS3-6. EL roles are usually advertised individually.
How to write for the first pass
